노부나가의 야망 시리즈 제 4작으로 삼국지 시리즈에 삼국지 3가 있다면, 노부나가의 야망 시리즈에서 이것을 들 수 있을 만큼 이후 시리즈의 기반을 잡은 게임이다. 일본 유저들에게 역대 시리즈 중 제일 호평받는 작품이기도 해서 위상으로 보나 인터페이스로 보나 여러 가지로 삼국지 3와 비슷한 작품인데 본작이 삼국지 3보다 약간 일찍 나왔다.
