소설 은하영웅전설의 게임판이다. 은하제국군 혹은 자유행성동맹군의 2개 진영중 하나를 선택하여[1] 삼국지와 비슷하게 은하를 통일하는 것이 목적인 시뮬레이션 게임이다. 국내에는 3SP가 정식 한글화되어서 1994년 SKC를 통해 발매되었다. 은하제국과 자유행성동맹으로 나뉘는 2인 플레이가 가능하며, 턴은 제국이 먼저 시작하기 때문에 동맹측 플레이어는 정보 수집이 아주 쉬워지는 장점이 있다. 3SP에서는 삼국지 게임의 군주제와 같이 플레이어가 모든 것을 컨트롤하게 된다.
